All three Solano County courthouses offer public access terminals where visitors can view electronic case records during business hours. Courthouses are open Monday through Friday, 8:00 a.m. to 5:00 p.m. Clerk’s offices are open for drop-in service from 8:00 a.m. to 11:30 a.m., or by appointment from 8:00 a.m. to 3:00 p.m.

Electronic Filing

As of January 2, 2025, under Solano Court Local Rule 20, e-filing is mandatory for attorneys in civil, family, and probate cases. Self-represented parties are exempt but encouraged to participate. Documents may also be filed in person, by mail, or through drop boxes at the Fairfield and Vallejo courthouses.

Documents can be mailed to the appropriate clerk division with any applicable fees attached by check. Fax filings are not accepted by Solano County Superior Court.

Are Court Records Public in Solano County?

Searching Criminal Court Records

Criminal case information can be searched through the court’s Case Information Portal by registering for an account and searching by defendant name or case number. In-person requests can be made at either criminal division clerk’s office during business hours.

California DOJ Criminal History Records

For a comprehensive criminal background check that goes beyond court case records, individuals can request their own criminal history from the California Department of Justice (DOJ). The process involves:

  1. Download and complete Form BCIA 8016RR (Request to Review and Challenge DOJ Criminal Records).
  2. Visit a Live Scan fingerprinting location in Solano County or contact the Sheriff’s Office for fingerprinting services.
  3. Complete Form BCIA 8705 per the enclosed instructions.

Obtaining Civil Case Records

Copies of documents in civil case files can be obtained by visiting the civil clerk’s office at 580 Texas Street in Fairfield and paying the applicable copy fees ($0.50 per single-sided page, $1.00 per double-sided page). Case information can also be searched online through the Case Information Portal.

Court hearing transcripts must be requested directly from the court reporter who was present at the hearing. The civil clerk’s office can provide contact information for the assigned reporter. Transcript fees vary, and processing may take several weeks.

Civil Filing Fees

Civil filing fees follow the Statewide Filing Fee Schedule established by the Judicial Council of California. For individuals who cannot afford to pay, fee waiver applications are available through the California judicial branch website. Accessing Family Court Records

Family law case data is available through the court’s Case Information Portal. In-person requests can be made at the Family Law clerk’s office in the Hall of Justice. Filing instructions, required forms, and applicable fees are published on the court’s Family Law forms and fees page.

Significant portions of family court records are confidential under California law. Records relating to adoption proceedings, child custody evaluations, domestic violence victim information, and cases involving minors are typically not available to the public. Financial disclosures and certain personal records filed under seal are also restricted. Access to confidential family law records generally requires that the requester be a party to the case, a legal representative, or hold a court order authorizing access.

Divorce Records

Divorce (dissolution) records are maintained by the Family Law Division. Copies can be requested from the clerk’s office in person, or case data can be reviewed through the online portal.

Marriage Records

Marriage licenses and certificates in Solano County are issued and maintained by the Solano County Assessor/Recorder’s Office, not the court. The Recorder has issued vital records for events occurring in Solano County since 1845. Marriage certificates are typically available approximately one week after the marriage license is submitted.

Birth and Death Records

Birth certificates ($36.00 per copy) and death certificates ($28.00 per copy) are also available through the Recorder’s Office vital records section. California law requires two types of certified copies: authorized copies (available to individuals who can prove qualifying relationship under Health and Safety Code § 103526©) and informational copies (available to anyone but marked as not valid for establishing identity). If the requested record cannot be located, the fee is still retained per Health and Safety Code § 103650. Birth certificates become public 75 years after the date of birth, and death records become public 50 years after the date of death.

Types of Probate Matters

The division handles a range of proceedings, including formal probate of estates valued over $184,500, small estate affidavits, petitions to determine succession to real property for estates of $184,500 or less (under Probate Code § 13151), spousal property petitions, guardianships of minors, conservatorships of adults, and trust administration. Common petition forms include DE-111 (Petition for Letters Testamentary or Administration), DE-221 (Spousal Property Petition), and DE-310 (Petition to Determine Succession to Real Property).

Any person who has custody of a decedent’s will is required under Probate Code § 8200 to lodge the original with the Probate clerk within 30 days and send a copy to the executor.

Searching Probate Records

Probate case data can be searched through the Case Information Portal. For copies of probate documents, visit the clerk’s office at the Hall of Justice during business hours. Copy fees are $0.50 per single-sided page and $1.00 per double-sided page. Certified copies cost more and should be discussed with the clerk.

The court publishes Probate Pre-Grants and Notes on all probate matters except guardianship and conservatorship cases, which are posted after 2:00 p.m. the day before the scheduled hearing.

Guardianship Proceedings

Guardianship petitions are filed through the Probate Division. A guardianship packet is available at the Family Law and Probate Division clerk’s office in both Fairfield and Vallejo. The court also provides a self-help video to assist petitioners who are filing without an attorney.
